More options for css modules

It would be nice if additional options could be passed to the postcss-modules plugin through the snowpack config.

In particular I'm interested in the localsConvention property: https://github.com/css-modules/postcss-modules#localsconvention

generateScopedName would probably also be interesting...

+1 for localsConvention, it's an important feature when using CSS Modules. Basically it let's you use css convention when writing your CSS classes (separated by hyphens), but converts the class names to JS compatible convention, either camelCase or snake_case. Without this option there is no way to use standard css convention of hyphen separated class names with CSS Modules.

It looks like it would be really easy to just add support for any useful parameters there, and pass those in to the function where its used (currently only one place):

Since there is access to the snowpack config there.
