Bug: list hides descendant OpenSpec libraries #2008

In a repository separating local OpenSpec libraries by product, list at the repository root hides descendant libraries and makes existing work appear missing. Proposed focused fix: discover valid descendant libraries for list and list --specs, group results by relative library path, and preserve single-root JSON and selected-store scope. Mutation and item-selection commands retain their current semantics.
