Add a fix for Toroquest's Mage trophy not providing Haste when given to a Village King

Every trophy has a potion effect boost given to the player when within a village. However, the Mage's Staff trophy won't provide any effect, in spite of saying it should and being the only trophy that has a missing potion effect boost.
