Restore SPI metadata for non-module apps #205

(similar to FasterXML/jackson-modules-base#323)
Since module-info.java only works with JPMS enabled usage, file/resource-based SPI is still needed in Jackson 3.x.
So let's revert removal of SPI information from 3.0 branch.
