Character Spawning

Have custom characters spawn with patrols and raids, as well as traders spawn. Upon death the traders should be replaced by general traders. And soldiers with generic troopers.

Currently, it is adding NPC in addition to the group spawn, though will make any raids they spawn in potentially harder depending on how NPC is equipped. That should satisfy replacement with regular troop.
Generic Traders groups will currently have the trader try to spawn with custom NPC on chance and default back to regular trader if no NPC can be assigned.

Current issue, is the small visitor groups that happen can be randomly assigned a trader person in RW. Need way to force the NPC to be the trader for such small groups.
