Describe the bug
Flight is disabled whenever you enter a Neutral/Enemy's Territory, but you can instantly run /fly or /efly to enable flight again (It will disable when you Enter or Leave anyone's territory other than you Ally's or Yours). /f fly prevents the use of Flight in these two territories, only allowing flight in Allied and Owned Faction Territory.

To Reproduce
Steps to reproduce the behavior:

1. Run /fly or /efly
2. Fly into Enemy/Neutral Territory (Your flight will be disabled)
3. Run /fly or /efly
4. See error
   ( Leaving the territory and entering any territory other than an Ally's or Yours will result in your flight being disabled again )

Expected behavior
You should be able to reenable flight within Neutral/Enemy Territory
