(enhancement) A way to enable/disable cogs or commands per server or even channel

It would be quite nice to make it so certain commands or cogs can be disabled in different servers or channels. It would also be nice if the help command didn't show these disabled commands.

This could probably be done in cog_check.

The tricky bit with this is that the command interpreter is handled at a global level and making it not do that would be a huge undertaking.
