Start with 'Use' ability as a yaml option

There are many Use-able battle items in the item pool. This will allow battle items to be used immediately without needing Rikku, Master Sphere, etc.
This is especially helpful for those who set AP multiplier to zero (NSG, especially with Capture Sanity), or who would prefer to have an "item seed".
