Collaborate on introducing a top level page for our cohort

• Add instructions to the README to open the local copy of Index page of the repo.
• Change the index page of the repo from the profile of @tzuhuangyen, the placement of which here is certainly unintentional, to something that stands for the group as a whole, including links to the index of each of our home directories.
