Separation between settings and mods feels arbitrary and unintuitive

The title describes my experience as a first-time user. An alternative suggestion would be to only use the mods window for enabling/disabling mods and then add the settings for enabled mods to the settings menu. I believe this also is a somewhat common and familiar pattern for handling mods and plugins.
