Add support for OSCQuery

As part of the uplift to extract OSC from VMC and allow for mods to interact with OSC-capable applications, an implementation of OSCQuery should be considered a priority.

In adding support for this, OSC apps can discover other OSC apps on the network. An example would be VRChat sending parameters for avatars to a mod capable of implementing VRCFT.
