Nightly build failing on linux arm64

Looks like the Pinned values I tested on my linux (x86) Do not match up with those for arm.

I'm happy to create a PR fixing those values if someone can find an what versions work for Linux arm64.

@ExpiredPopsicle Do you think it is reasonable to pin the download dep versions by platform / architecture?

Welp, now I suddenly remembered why we had things pinned to old versions like that.

We can either find a list of versions that work on every platform, or I guess do per-platform requirements.txt files.

So it looks like the last version of mediapipe on ARM Linux that has builds in pypi is 0.10.18

Will the Mac version break if we downgrade to that?

I'm not on ARM, but Arch x86, and I got an error with the dependencies too. Additionally the requirements didn't appear to get updated properly? The editor plugin was showing different dependencies from the requirements.txt. So I had to manually copy it over, and that was confusing at first.
