Update Phoenix models with longer wavelengths

The LDC fails when users ask for LD coefficients in bandpasses > 2.5um using Phoenix models since the model atmospheres on the server only go out to about 2.5um. Update the models on the server with these: https://archive.stsci.edu/hlsp/reference-atlases

This will be updated when #555 is deployed to the test and production servers with v1.2.5.

I just looked into updating these and is looks like I need to update the code in modelgrid.py as well. This will still be part of the v1.2.5 release.

Bumping this to a later release as the 30um Phoenix models are not published yet.

@hover2pi reached out to the Phoenix folks on April 2nd. This update might be dependant on whether there is a response with models or not. If there is no response on this by June 2024, then we call it off for Cycle 4.
