Spike: Enhanced Auth

SPIKE:

As a user I want to be able to use digital ID as a means of authenticating who I am so that I can use the exchange services.

Additional detail:

The BCDevExchange.org site uses Oauth2 and Github as a means to "sign up" users. Functionality needs to expand to allow enhanced access based on a users relationship to external organizations.

Success criteria:

1. Use wireframes for any initial UI design work.
2. Oauth2 via github MVP
3. OTHER/Oauth2 (dependancy on OTHER provider may not be able to start until Sept 20)

Deliverables:

• Brief summary doc posted to this repo
• Proof of concept (limited in scope to GitHub, OTHER and Oauth2)
