[fleet-standing harvest] Registry reports a dead process as idle, and close_surface refuses to close the husk #367

Description

@EtanHey

golemsCodex (surface:515) reported state: "idle" — the Codex process was gone. The pane was a bare zsh prompt; my routing message executed as shell commands (zsh: command not found: Etan). close_surface then REFUSED on the grounds that the agent is "idle (still live)" — refusing to close a pane because a dead process is registered as idle. Same shape as the rest of the week: the registry's idea of liveness, not the process. Forced closed; report harvested first.

Also observed in the same window: the first spawn attempt died on select-workspace … Workspace not found against a stale UUID; passing workspace:1 explicitly got past it. #352 shipped surface-ref stability — this is a WORKSPACE uuid, which may not be covered. Worth its own RED rather than assuming #352 covers it.
