For this to be publishable via github pages we need to move it to its own repository. Currently we can't build the docs with latest foundry so removing this workflow temporarily to reduce CI noise. See #2629 for more details.

Create a new repo just for publishing contract docs.
Build the contract docs in that repo on the CI and publish it to github pages.
See #2226 for reasons why.
The CI code in #2204 can be used to build and publish the contract docs.
