[Byzantine testing] - Isolate byzantine behaviour code in the hotshot crate

A lot of the byzantine testing behaviour is in the hotshot crate, in hotshot/src/lib.rs and hotshot/src/tasks/mod.rs. These should be isolated in a separate byzantine.rs file.
