Update the README.md to allow local setup

The README.md - https://github.com/EVERSE-ResearchSoftware/EVERSE-ResearchSoftware.github.io/blob/main/README.md under the section 'Modifying and Adding Content' does not allow you to setup a local instance.

The theme is out of date relative to the version of hugo that gets installed by default- so either update the theme or say which version of hugo needs installing.

I get:

Error: html/template:_shortcodes/figure.html:3:14: no such template "_internal/shortcodes/figure.html"

@shoaibsufi Did you use the --recursive parameter when doing git clone ?

I went through kind of the same error message but I only did a git clone without the --recursive argument.

I've followed the steps with --recursive and it works, without the --recursive I have Error: error building site: process: readAndProcessContent: "{pathto}/EVERSE-ResearchSoftware.github.io/content/_index.md:8:1": failed to extract shortcode: template for shortcode "alert" not found
