Convert prescribed_aero; aerodep_flx to CCPP

Use the new tracer_data facility to implement prescribed aerosols and aerosol deposition fluxes in CAM-SIMA via CCPPized modules.

This will provide full functionality for prescribing BAM aerosols in CAM-SIMA.

This will provide prescribed MAM aerosols but not aerosol deposition fluxes as the deposition fluxes for MAM, when prescribed, interact with the aerosol model itself, so it cannot be fully converted until MAM is moved to CAM-SIMA (either via the CCPP framework or other method)
