Issue Description
I do not think that mo_setaer.F90 is used anymore in CAM. I believe the last use was from photoin in mo_photoin.F90 which was removed in #492.
In addition to being unused code, it creates dependencies on other modules which could possibly hinder aerosol work (we had to remove it from the NorESM/CAM code base).
use dust_model, only : dust_names
use seasalt_model, only : sslt_names=>seasalt_names
I suggest it be removed at a convenient time.
