fixes #215

Describe the changes you've made
Added a top margin utility class and used it with that button.

Describe if there is any unusual behavior (Any Warning) of your code(Write NA if there isn't)

Run locally
Go to a specific story
Toggle to mobile web view
Check whether the comment button is getting overlayed for 300-350px devices.

My code follows the code style of this project.
My change requires a change to the documentation.
I have updated the documentation accordingly.
All new and existing tests passed.
The title of my pull request is a short description of the requested changes.

Closed this PR as we're working on major UI improvements so this change won't be needed
