Add initial OGC API Maps support in titiler (eoAPI)

Currently, we added pygeoapi with a special plugin to achieve OGC API Maps support. This ticket is also to add initial Maps support to titiler in order to simplify or complement the current set up.

Related to final testing: #24 and the upstream issue developmentseed/titiler#753

First PR to add initial support into titiler: developmentseed/titiler#1197

In a next step we would have to build support in titiler-pgstac to be able to query for datetime and collections.
