/home/runner/work/simboard/simboard/README.md ends with TBD, while /home/runner/work/simboard/simboard/backend/README.md and /home/runner/work/simboard/simboard/frontend/README.md reference a root LICENSE file that does not currently exist.

Add the authoritative repository-root LICENSE file and update README references so all services point to the same license source.
The root README should no longer say TBD.
