Changing Omega default Netcdf file format to CDF5

During the meeting, there was discussion about changing Omega’s default NetCDF file format to CDF5.

I will note here as well that NetCDF3 CDF5 format is the same as NETCDF3_64BIT_DATA. Just to avoid any confusion there.
