Undisclosed Encryption Key breaks the Syndicate Encryption Key and doesn't allow for stationside communications to be heard.

Issue Summary:

The Undisclosed Encryption Key is automatically provided to all Undisclosed Location Regulars in order to allow for intercommunication between traitors, but it does not provide listen-only access to all channels. The Syndicate Encryption Key costs 2 TC and provides both the traitor communications and listen-only access to all channels, to allow for an antagonist's gimmick to revolve around more IC-centric information. However, if the Syndicate Encryption Key is placed into a headset with the Undisclosed Encryption Key already inside of it, the presence of an Undisclosed Encryption Key completely prevents the audio of all other channels from coming through until removed. This, while easily fixable, is terribly confusing and that confusion can easily result in lost information.

3. Purchase a Syndicate Encryption Key, and place it into your headset.

to whoever fixes this: ideally the syndicate channel and syndicate key should also be renamed to not be 'syndicate', the former possibly 'Undisclosed' and the latter referring more to the fact that it's an all-comms-listening key
