civilian MODsuit doesn't respect hidebelt flags

What it says on the tin. Utility belts, webbings, and whatever else still respect the flags, but the loadout-specific civilian MOD doesn't.

intended feature, as a MODSuit on someone's belt needs to be visible, due to the complexity of what it can hold (guns, tools, syringes, most small and tiny items actually as well as modules), just like MODsuits on the back.

It isn't just a belt someone throws on, it is modular equipment; a suit that doubles as a belt.

I had no intention to add any reskin options, and greyscaling only works if you have the armor plating module (which no longer exists), and if you're a medium sized character
