Exam Signs Do Not Work (1.14.4)

Recently updated from 1.12.2 spigot to 1.14.4 Paper. None of the original signs I made for exams work at all. Remaking the signs does not help. I tried multiple different exams.yml files I had to see if I messed up with formatting, but to no avail. All the exam commands still work, however since I cannot interact with signs, I am unable to take any tests to see if there is any errors there.

Information About my Server
Version - 1.14.4 Paper
Plugin list - p1.txt

Exams files - Converted ymls to txt for upload.

There is no console errors, below is every line that mentions the Exams Plugin.

Edit: Will be trying the plugin with same exact server version, just with no other plugins. Doing this in order to confirm it's not a plugin issue.

Edit 2:

Launched on a local server with nothing but PermissionsEx, Plugman, and Exams, signs still did not work for 1.14.4 Paper.
