Remove the ErrorBannerComponent from the Project

Desired Design

After the completion of #640, #641, and #642 the ErrorBannerComponent must be removed from the project.

Here are the necessary changes to complete this issue:

1. Delete the ErrorBannerComponent.js file
   (Just give the steps necessary to complete the issue. There should be three).
2. Delete the ErrorBannerComponent.spec.comp.js file.
3. Remove the ErrorBannerComponent line from the fd2_config.info
