[reports] Implement viz options

The generic escape hatch of programmatic viz settings has been added, and users may place whatever settings they want there. Viz.jsx has access to these settings, and may act accordingly. All that's left to do is make it... act accordingly.

Implement behaviors for:

• Tabs
• Mini vs Large
• Show/Hide Options Panel
• A custom title (separate from d3plus title)
