[NDINT-387] Get health score from healthInst if fvOverallHealth isn't present

What does this PR do?

This adds logic to request the health status of tenant nodes and parse healthInst if fvOverallHealth isn't present.

Motivation

fvOverallHealth is arguably more useful because we can get a period average of the health, but if the user configures their ACI instance so that this isn't reported, we should still show the current health.
