What does this PR do? What is the motivation?
Cloud cost management & log archiving both require app registrations. For US3 customers, this can lead to two configurations monitoring the same Azure subscription. A warning message will displayed in-app for users when this happens, but can be ignored.
This information was only displayed for log archives. This is now conveyed at the top of the page in the existing warning and properly identifies ccm & log archives.
