Allow using unsafe enchanted book on anvil

Hello, could it be possible to allow to use unsafe enchanted book working on anvil :

Unbreaking V per example

/give @p enchanted_book{StoredEnchantments:[{id:unbreaking,lvl:5}]} 1

Right now in vanilla when you try using a unsafe book it decrease the lvl to the highest "safe" value

Hey, this should already work in the current version. I've just tried it out and it works as intended.
The only thing that isn't implemented at the moment is stacking enchantments with the anvil.
