SWPR Guild - Voting issues

Description
I've created Proposal and it seems like if I don't vote in first couple of minutes of the Proposal then I won't be able to do so later i.e getting transaction ejected every time.
Proposal is in 'Active' state.

Steps to Reproduce

1. SpinUp Localhost env
2. Open localhost:3000
3. Check if Landing Page is loaded
4. Connect wallet to Metamask
5. Create Proposal with 'Set permission' action
6. Wait for couple of min
7. Try voting for Proposal

Expected behavior
Should be able to successfully vote as long as Proposal is in 'Active' state and I was member of the Guild before cretion of the Proposal

@rossneilson Could this be something just regarding config and development branch and somthing that won't be present in DEMO env for example?

Very possibly a localhost network issue, but needs investigation
