Documentation should be provided on developer rights and responsibilities

Last week a set of merges across repos to develop branches were performed which caught many developers by surprise. While the changes were rolled back, the subsequent discussion made it clear that we should do a better job of documenting what developers can and can't do when it comes to altering code in repos so as not to step on other people's toes.
