NES 2.0 broken on several flash cards and configurations - "device failed"

Repro steps:

• Please view the various combinations below. It looks like running natively from flash cards is broken, but if you launch TwilightMenu++ from the flash card then launch NesDS 2.0, it works. Launching NesDS.nds (2.0) from the DSi's native TwilightMenu++ (no flash card) fails too, but not when using the native TwilightMenu++ emulator path nor when using an n3DS XL in either scenario.

Devices tested:

• DS Lite + R4 SDHC = Device Failed
• DS Lite + SuperCard DSOne = Device Failed
• DS Lite + SuperCard DSOne --> Launch TwilightMenu++ via EOS (boot.nds) --> Launch via NesDS.nds file = Success
• DS Lite + SuperCard DSOne --> Launch TwilightMenu++ via EOS (boot.nds) --> Launch via native emulator path = Success
• DS Lite + SuperCard DSTwo = Black screen
• DS Lite + R4 SDHC = Device Failed
• DSi + SuperCard DSOne --> Launch TwilightMenu++ via EOS (boot.nds) --> Launch via NesDS.nds file = Success
• DSi + SuperCard DSOne --> Launch TwilightMenu++ via EOS (boot.nds) --> Launch via native emulator path = Success
• DSi + R4 SDHC = Device Failed
• DSi + TwilightMenu++ --> Launch via .nds file = Device Failed

Additional notes:

• I spot checked the fail cases with NesDS 1.3a and 1.3d+ and there were no issues.
