colonies command is not working for me, why?

The colonies command doesn't seem to work, why? (my cursor was on a tile on the map surface)

Needs to be the keyboard cursor, not mouse. The docs probably need to be updated to specify this.

So as I use the Steam version, this is not possible for me?

Make sure Keyboard cursor enabled is set to Yes under Settings ->Game.
Enter tree cutting designation for fort mode or look mode for adventurer. (Both are L, IIRC.)
