The Event Bus should expose a Lagotto-style API, and send data into Lagotto without modifying Lagotto.

Bus should:

Accept Events in the format that Lagotto would expect (whilst allowing other types, e.g. DELETE for compliance)
Send Events to named Lagotto instances in a format they expect per Propagate events #7
