As of now, the only policy that is enforced is that metadata must match exactly both in content and existence. An initial set of validation policies can rely on an exact match on key, value, but should have variations that allow for fields to be missing or in addition to what is in the canonical descriptor. The validation should be done when the client registers incoming and outgoing datasets
