[f_legislationtracking] Design & Web-App: Search legislation results page

Just like search events results page, there should be a search legislation results page (/matters/search?q=<search-term>)

The design of the page is very similar to the all legislation page, but Sort has more options -- Most relevant first and Closest match first.
