Investigate supporting Prague in devnet for local and CI testing

Description

After this recent PR merge - #686 - we will need to re-discover how to have Prague/Electra running for Besu and Teku in the local stack.

Motivation

Enable feature development for Prague fork of Ethereum. We have KZG proof aggregation with the new Prague BLS precompiles in mind.
