Param reshape input if it has a shape

If a Param gets a value and already has a shape, it should make an attempt to reshape it. This way if a user inputs a flattened tensor expecting it to automatically reshape itself, then it will. Such as when passing a list of dynamic param tensors.

This may be challenging since the way one often sets the shape is by setting the value, and having the new shape taken from the value. These seem conflicting requirements. So perhaps it would only be when the param is active, and therefore not expecting to be given a new value to replace an old one
