They didn't understand why the start codon was missing. It has

transcript type: nonsense_mediated_decay
The source gencode transcript has cds_start_NF mRNA_start_NF
indicating it is incomplete.
Also, this is colored as a non-coding gene, which GENCODE tracks condider it coding
