Synchronizing with bottlenose doesn't delete unwanted sections

If a student registers incorrectly for sections in bottlenose, and the professor logs into hourglass, those registrations will be synched. If the registrations are fixed on bottlenose and then re-synched to hourglass, the new ones will be created but the wrong old ones won't be deleted.

This causes problems in trying to schedule specific course sections for specific exam versions.
