As a user, I want to be able to create an account to use with the application

Important
ensure that you are using consistent layout styling from one page component to another. If another page exists that already contains the appropriate styling, copy the appropriate styles. Future work with involve creating a design system that will remove redundant code.

Acceptance criteria

Should match the Figma design
Should contain a form with appropriate fields
- Sign Up button should not be functional at this time

update⚠️

Within the Figma design, we currently have two mockups for user sign up.

Finalize the sign up page using the content from both mockups
- add an input field a for profile picture
- add input field for a username
