Generalize ufs_land_driver templates #7
Description
An upcoming version of the ufs_land_driver will completely change the way that atmospheric forcing is defined. There will no longer be "gswp3" or "gdas" but they will be associated with the details for the forcing, e.g., hourly or 3-hourly. Using the config file, the ufs_land_driver namelist could be built at runtime and all of the templates could be removed.
