Parking bugs out when upgrading road, and disabling parking

Describe the problem

Upgrading road and removing parking causes cars to drive slowly then despawn

Steps to reproduce

Video shows the bug in screenshots

1. Upgrade a road
2. Cars will now park on said road.
3. Disable parking on that road
4. Cars will now go from looking to parking -> SEARCHING -> back again
