Retire the opengrid.io domain name

https://opengrid.io redirects to https://opengrid.chicago.gov so there is a desire to retire https://opengrid.io and have people use https://opengrid.chicago.gov directly. The purpose of this issue is to work through how to do that relatively elegantly, realizing that we will not be able to eliminate all references to https://opengrid.io.

For anyone happening across this issue, it is highly recommended that you update bookmarks, references in pages under your control, etc. to use the direct https://opengrid.chicago.gov URL.

https://docs.opengrid.io does not currently redirect.

• Determine what needs to happen. It may turn out to be helpful to open a separate, related issue.
• Similarly to the above, update links, as needed, including the HELP link in the upper right of https://opengrid.chicago.gov.
