Set up project to be NuttX apps #26

These projects should be set up to run on NuttX as applications so they can be put on control system hardware soon.

The repository root directory hysim will go right in the apps directory for NuttX. Each sub-project/application in this repo (the clients and server) will be their own applications within the directory. You can follow this guide to set it up.
