New Setting: Minimum/Maximum distance to spawn from OPFOR

Some players hate spawning too far, some hate spawning too close. Can we get an editable setting file to pick spawn ideal spawn distances?

The problem is related to the 'random' spawning code being old and buggy - both in Mission Control and the pathfinding system in BattleTech. It was the first bit of code I wrote in MC all those years ago and it's just not great but also gets thrown off by the buggy pathfinder in BT.

Basically the plan is to rewrite the spawning system from 'Random Spawns' to 'Tactical Spawns' but I'm not sure if it'll ever happen. We'll see.
