[Bug]: NHS getting fined by a speed camera

Description

When I go past some speed cameras, whilst on NHS I get done for speeding (which means it adds a bounty to me)

Expected behaviour

Shouldn't give a speeding fine from speed cameras whilst on NHS as we are allowed to go over the speed limit (whilst using our sirens and following the general rules and NHS rules).

Steps to reproduce

1. Clock on NHS.
2. Go over the speed to trigger speed cameras to fine you.

Thanks for the report - at a minimum your emergency lights must be on to not get fined, getting fined when not using them is correct
